This is a new development in a story we reported earlier: Elon Musk ordered Starlink slowdown in Ukraine, report says.
On Oct. 24, 2026, Elon Musk accused Ukraine’s military of breaking Starlink’s terms through offensive drone strikes meant to kill people, in an X post. The allegation followed more than a week of reported limits on both systems in Ukraine. Ukraine’s Ministry of Defense announced on Oct. 24 that it had regained broader access to Starlink, with connections remaining stable at speeds of 250 mph.
Musk left unnamed the particular contract terms Ukraine supposedly broke. He gave no technical proof backing the claim about offensive drone strikes. Musk made the accusation in an X post on Oct. 24, 2026, following more than a week of reported limits on both systems in Ukraine.
Musk said Starshield is not Starlink in an Oct. 24, 2026 post on X. He said Starshield is controlled by the U.S. government. He said decisions about it belong to the U.S. government.
Musk said in an Oct. 24, 2026 X post that shutting down Starlink would make the Ukrainian front line fail right away. He called it a fact rather than a threat. He also said in the same post that SpaceX has done more for Ukraine’s defense than any other private company, by a wide margin.
Musk said on X on Oct. 24, 2026 that Starlink remains vital to Ukraine’s defense. He said it is the only system Russia cannot jam or destroy, at least for now. He tied the system’s importance to the early stages of Russia’s full-scale invasion and to Ukraine’s ability to maintain communications. Musk also said Starlink was crucial at the start of the war because Russia could not destroy or jam it.
A person familiar with the situation told Fox News Digital that Ukraine got no warning ahead of time before the Starlink limits started overnight. The service was being used under U.S. government arrangements running until May 15, 2027. Ukrainian forces found the restriction after connectivity problems and calls to SpaceX customer support. They were told Starshield service would be restricted on platforms going 100 mph or faster.
On Oct. 24, 2026, Musk did not say whether President Donald Trump authorized the new Starlink restriction. He did not say whether War Secretary Pete Hegseth or another U.S. official did. He gave no reason for the imposition. Trump said he had spoken to Musk about the Starlink issue but gave no details to reporters on Oct. 24, 2026.
Marco Rubio and Pete Hegseth denied that the U.S. government was behind the slowing of Ukraine’s Starlink service. Rubio and Hegseth issued their denials while Ukraine blamed Trump and Musk for the slowdown. The cause remained unclear.
According to Reuters, sources traced an order limiting Starshield speeds to somewhere inside the White House. The report fed the dispute over whether SpaceX or the U.S. government was behind the limits on the military-focused Starshield system.
Zelenskyy said the military was getting the speeds it needed from Starlink and Starshield. Ukrainian officials said restrictions on Starlink for more than a week disrupted military operations. The disruptions included work to stop Russian attack drones.
Starlink and Starshield are different systems, and both have been used in Ukraine. Starlink is a commercial satellite internet system run by SpaceX. Musk said Starshield is controlled by the U.S. government. The U.S. military and the president make decisions about it, Musk said.
Musk put forward a peace plan in 2022 that called for recognizing Crimea as part of Russia and included supervised votes in Russian-occupied territories. Ukrainian officials criticized the proposal as too favorable to Moscow. In September 2022, Musk said he refused a Ukrainian request to turn on Starlink near Sevastopol for an attack on Russia’s fleet. He argued that supporting the attack could implicate SpaceX in a major act of war.
SpaceX president Gwynne Shotwell said in February 2023 that the company had taken steps to stop Ukraine from using Starlink for certain offensive military purposes. Those purposes included drone attacks. Reuters reported in July 2025 that Musk ordered Starlink coverage cut in parts of Ukraine during a 2022 counteroffensive against Russian forces. The report cited three people who knew the situation, and SpaceX disputed the account without saying which details it considered inaccurate.
Russia agreed on the Wednesday before Oct. 24, 2026 to restart three-way talks with Washington and Kyiv in the coming month. The deal came amid renewed hope for ending the war. It took place during the Starlink dispute.
Musk addressed the speed restrictions that had affected Ukraine. He said responsibility belonged to the U.S. government rather than SpaceX. He wrote on X: “Any limits on speed or usage are decided by the US military and ultimately POTUS.”
