Key facts

  • NASA announced Amendment 80 to the ROSES-25 solicitation around October 20, 2026, to provide a second opportunity for General Investigator proposals.
  • Phase-1 proposals for the Swift, Fermi, and TESS General Investigator programs are due on January 28, 2027.
  • Swift Cycle 23 is scheduled to start around July 1, 2027, for a period of approximately 12 months.
  • TESS Cycle 10 will utilize data from Sector 122, beginning September 19, 2027, through Sector 134, ending September 13, 2028.

NASA announced Amendment 80 to the ROSES-25 solicitation around Oct. 20, 2026, to provide a second opportunity for General Investigator proposals. The amendment creates new opportunities for scientific research related to three existing astrophysics missions: Swift, Fermi, and TESS.

Swift, Fermi, and TESS General Investigator programs request proposals for basic research related to their respective missions. NASA’s Science Mission Directorate released the annual ROSES-25 omnibus Research Announcement on Feb. 21, 2025. The ROSES-25 solicitation is an annual omnibus Research Announcement, and it contains many individual program elements, each with its own specific topics and deadlines. Amendment 80 adds a second General Investigator opportunity within this omnibus framework.

Phase-1 proposals for the Swift, Fermi, and TESS General Investigator programs are due on Jan. 28, 2027. These proposals must be submitted via the ARK RPS system. The new opportunity texts for the three programs are located in Sections 12, 13, and 14 of the D.3 Combined General Investigator General Observer Program. These sections contain the specific text for the three new opportunities announced in Amendment 80.

Swift Cycle 23 will start around July 1, 2027, for a period of approximately 12 months. The cycle invites proposals for archival data-analysis investigations covering all areas of astrophysics. Categories include New Swift GRB Projects, Other Correlative Investigations, and Theoretical GRB and non-GRB Investigations.

Fermi Cycle 20 will begin five to 10 months after the proposal deadline and run for 12 months, or three years for large proposals. The program aims to fund investigations using Fermi data, wavelength-based correlative observations, data analysis techniques, and theoretical research. The goal of this program is to encourage more scientific participation through several research methods.

TESS Cycle 10 will begin five to 10 months after the deadline and last 12 months, or two years for large programs. Proposals can cover new scientific data from Sector 122 to Sector 134 or support ground-based telescope analysis tied to TESS data. TESS Cycle 10 will use data from Sector 122, beginning Sept. 19, 2027, through Sector 134, ending Sept. 13, 2028. Any ground-based telescope programs must directly aid the interpretation or analysis of TESS scientific data from the archive or Cycle 10.
